Power to frame rules for guidance of ^[3] Benches. The ^[1] may, ^[2] from time to time, make rules5 consistent with this Code for the guidance of ^[4] Magistrates’ Benches in any district respecting the following subjects:

1. the classes of cases to be tried;
2. the times and places of sitting;
3. the constitution of the Bench for conducting trials;
4. the mode of settling differences of opinion which may arise between the Magistrates in session 4[;] ^[4]
