If any person affected by a Judgment or order passed by a Criminal Court desires to have a copy of ^[4] any order or deposition or other part of the record he shall, on applying for such copy, be furnished therewith:
Provided that he pays for the same, unless the Court, for some special reason, thinks fit to furnish it free of cost.
