The Commissioner ^[2] shall, subject to this Article, hold office for a term of years from the d^[3] ay he enters upon his office:

   Provided that two of the members shall retire after the expiration of first two and a half years and two shall retire after the expiration of the next two and a half years: 4 [
   Provided further that the Commissioner and a member shall, notwithstanding the expiration of his term, continue to hold office until his successor enters upon the office:]
   Provided that the Commission shal^[4] l for the first term of office of members draw a lot as to which two members shall retire after the first two and a half years:
   Provided also that the term of office of a member appointed to fill a casual vacancy shall be the un-expired term of office of the member whose vacancy he has filled.] 5 [* * * * * * *]
2. (2) The Commissioner shall not be removed from office except in the manner prescribed in Article ^{[2] [209]}
3. (3) The Commissioner may, by writing under his hand addressed to the President, resign his office. 1 [(4) Vacancy in the office of the Commissioner or a member shall be filled within forty-five days.]^{[2] [2]}
